FSSAI License for Catering Services and Canteens

Caterers cook for hundreds of people at a time, often away from their own kitchen. That is exactly why FSSAI treats catering, canteens and mess services as food businesses that must be registered or licensed.

Catering Businesses That Need an FSSAI License

Event caterers

Weddings, parties and corporate events, whether you cook at your own kitchen or at the venue.

Canteen contractors

Kitchens inside offices, factories, hospitals, schools and colleges.

Mess and tiffin services

Daily meal services for students, hostels, paying guests and working people.

The licence type follows turnover, as it does for any food business:

Annual turnoverWhat you needGovernment fee
Up to ₹1.5 croreBasic Registration₹100 a year
₹1.5 crore to ₹50 croreState License₹2,000 to ₹5,000 a year
Above ₹50 croreCentral License₹7,500 a year

One Kitchen, One License

FSSAI approval is tied to premises. For caterers that raises a practical question: what counts as your premises?

  • Your base kitchen is the address on the application. This is where food is prepared and stored.
  • Each canteen you operate at a client site is a separate kitchen and needs its own registration or license.
  • A contractor running ten canteens therefore holds ten approvals, one for each site.
  • The licence name should be the business that runs the kitchen, not the company that owns the building.

Clients often ask a caterer for the FSSAI certificate before signing a canteen contract, so it helps to have the paperwork in order before you bid.

Food Safety Rules Caterers Are Checked On

Temperature control

Hot food stays hot and cold food stays cold, especially during transport to a venue.

Clean transport

Covered, food-grade containers and clean vehicles for moving cooked food.

Water quality

Potable water for cooking, washing and ice.

Trained staff

A supervisor with FoSTaC catering training, and handlers who follow personal hygiene.

Raw material records

Buy from licensed suppliers and keep the bills.

Leftovers

A clear practice for what is discarded and what is safely stored.
